An excellent textbook for an upper level course for economics majors. There is a lot of inertia in textbook choice, but I was finally convinced to adopt Gruber's book when I served as the Lecturer for Stanford University's upper-level seminar in Public Economics. The textbook has high production values and of particular note is its timeliness in covering both current policy issues (Social Security Reform, Fundamental Tax Reform, Education, etc.) and current public economics research (Political Economy, Behavioral Economics, Contract Theory, etc). Most textbooks on the market offer a very dated view of Public Economics, especially in terms of current research. The book explains the findings using intuition and graphs, but provides mathematical detail in mathematical supplements for the ambitious reader. The accompanying website also provides impressive PowerPoint slides. The student response to the textbook was uniformly positive.

This book has literally thousands of resources for various grants, incentives, loans, apprenticeships, internships, and on and on. All of these items require research and WORK on the part of the applicant. It is not a book of magical phone numbers and addresses that you call to receive a check. That said, it is an invaluable resource for those who are seeking financial aid for any imaginable purpose, from starting a business to job training to arts programs to aid for veterans. All information contained (phone numbers, etc.) could easily be updated if necessary with a quick Google search.

I picked up this book the week before I started my first grant writing job and boy was I glad! I knew the organization relatively well, and combined with the insights this book gave me I was able to be successful, winning one major and several minor grants for the organization within my first four months. This book is perfect for grant writers, but there is certainly the bigger picture of fundraising that you ought to be aware of, especially if you are in a small organization. The book's title seemed a bit grandiose to me, but it lived up to its name.

Public Budgeting Systems by Robert D. Lee, Philip G. Joyce, and Ronald Wayne Johnson is written more clearly... if you have a choice, buy this book. The problem with Mikesell is that he has to write 200 pages (six chapters) to explain the concept of revenues in the budget process. Too many trees were wasted in the development of this book. Lee, Joyce, and Johnson can do this in 40 pages.

I had high hopes for this book; the transcript of a symposium featuring a back-and-forth dialogue of sorts by two leading thinkers in the area of public choice and finance would seem ideal, and as an introduction to the field, it was quite good.Where it fell short is in offering an analysis of the ideas on which the differences between the participants' views lay.Rather, one tended to offer his outlook on, say, the proper redistributive function of a government, or whether brakes on power are best set at the constitutional level, and the other would offer his views.So there was very little in the way of attacking the weak points of each other's arguments directly.Put simply, Buchanan does not trust people in positions of power, while Musgrave does.Buchanan's work usually involves modeling how things work, while Musgrave looks at how he thinks things should be.But there is little exploration of the basis for, for instance, Musgrave's frequent assertions that, well, things tend to be this way and we aren't happy with that so you see we need government intervention.He just goes on, and then when it is Buchanan's turn, he goes on.And the book is rather philosophical in nature; while there is a lot of economics jargon throughout, the overall level is general.It all just seemed a bit too civil.A good enough book, but perhaps a subscription to Critical Review would be a better place to look for more penetrating discussions of the topics at hand. ...
